Though he began as a Conservative, he quit the party when it espoused protective tariffs in 1904 and joined the Liberals. Churchill held virtually all important ministerial posts except foreign minister. As a crusading Liberal Home Secretary, he joined Lloyd George in creating the British welfare state; as First Lord of the Admiralty (1911-15) he modernized the fleet and converted it from coal to oil power.
